The missing teams button on your mobile site will show teams that haven't signed up for the next league yet. It will only show if they're signed up or not for the league listed at the top of your scores page.
The system isn't fool-proof. For instance, a team might have signed up for another league, or a different captain may have signed them up and not built their roster yet.
If you do see a team on the list though, you can feel free to mention to them that sign-ups are open for their next league.
