Before we get into the question, let's make sure that we're clear in talking about ties in sets or matches.
A set should never end in a tie. There is no case where a set should end 25-25 for instance. One team still needs to win by two to win. If their time has expired and a set it tied, the teams will play one point to determine the winner of the set.
A match should not end in a tie 99% of the time. If two teams are tied 1-1 in sets and are tied at the end of the 3rd set, the rules above apply.
The only way that a match could end in a tie is if two teams are tied 1-1 going into the 3rd set and they don't combine for 8 points before their time expires.
